According to declassifed OSS Rosters from the "WA" Training Facility (West Coast Schools and Tarining WCTC), Coast Guard Lieutenant Commander Howard Shelby was Commanding Officer of Boats and Crews for the OSS. LCDR Shelby and approximately 50 other Coast Guard men worked hand in hand with the Army, Navy, and Marine Corps at the WCTC Facility's for Maritime Unit training. This model is essentially the first "joint training" operation during the War. (still under development 26 Jan 2008)
